Would it be safe for a 22.5-23 lb shetland sheepdog to take frontline plus blue pack 23-44lbs ???? ?

We have a sheltie mix who tends to weigh 22.5-23 lbs and we are afraid the 23-44 lb blue pack of frontline plus might be too strong for them??

To be frank, I don't like Frontline Plus, period. But if you do use it, go for the smaller one first and if that doesn't work THEN try the one for 22-44 lbs. Better to underdose than overdose.
