why is it that my 11 month old german shepard is about 45 cm long and it is weak . it also bites smaller dogs?
There is no such thing as a "german shepard".
If you mean the breed developed to HERD sheep in the German boundary patrolling way, that is the German Shepherd Dog.
At 11 months old the smallest genuine GSD bitch would be at least 60cm long from breast bone (prosternum) to the bone above the buttocks (ischium tberosity).
So the possibilities are:
(1) You have measured the wrong length.
(2) Your pooch is a crossbred with a rather small other breed as one parent.
(3) You have a pituitary dwarf.
(4) You are trolling.
Each reason requires a different action from you.
If he/she is a pituitary dwarf it will still have its puppy-coat, and will never replace the hairs that get broken or pulled out. It should also be on kidney-protective medication if you want it to live much past 3 years old. Book in to your vet for confirmation and for the medication. A pituitary dwarf in my country gained a UDX and, at 8 or 10 years old, took 3rd place in his obedience test at the 2008 GSD National. But he's had exceptional care & training.
The biting is a combination of his/her temperament and your failure to do proper socialisation & training.
